The Slum Rehabilitation Authority (SRA) has introduced several groundbreaking updates to its redevelopment policy in Mumbai for 2024-2026. These changes aim to fast-track urban renewal, improve the quality of life for slum dwellers, and provide developers with clearer frameworks for execution.
Slum Cluster Redevelopment: A New Era
In a significant policy shift, the Maharashtra government has introduced the "Slum Cluster Redevelopment" model. For projects covering at least 50 contiguous acres (where 51% of the area is slums), individual consent requirements have been eliminated. This enables large-scale, state-led transformation of vast urban stretches without the typical delays associated with individual consent hurdles.
Increased Tenement Size
The minimum carpet area for rehabilitated tenements has been increased to 300 sq. ft., up from the previous 269 sq. ft. This change ensures that every eligible family receives a more dignified living space. Furthermore, the policy now aims for uniformity, ensuring even those with very small original units receive the minimum 300 sq. ft. flat.
Eligibility and the Cut-off Date
While the primary cut-off for free housing remains January 1, 2000, new provisions allow for "paid" rehabilitation for those who settled between 2000 and 2011. This inclusive approach aims to resolve long-standing housing issues for a larger segment of the population.
Developer Accountability and Transparency
To protect the interests of inhabitants, developers are now required to provide a bank guarantee of 20% of the project cost. All projects must be registered with MahaRERA, and Special General Meetings must be video-recorded to ensure total transparency throughout the process.
